Is logged in hyphenated?
Only "logged-in users" is correct. It's a compound adjective. AP style says that you don't always have to hyphen compound adjectives. You should always do so when a lack of hyphen might introduce ambiguity, but if the meaning is clear (as in the case of "logged in users") then the hyphens are optional.
Does logged in have a hyphen?
If you are spelling it as two words, then 'log in' is a verb, more precisely a prepositional verb. For example, you 'log in' (verb) with your 'login' (adjective) credentials. Rule of thumb: if the word is a noun or adjective, you should use one word (login), for verbs, use two words (log in).
Can I say logged in?
No, both are wrong. "She is/has logged in/on to the system." "She has logged in": "Logged in" is the past participle of the verb "to log in"; the sentence describes a completed action. "She is logged in": "Logged in" is functioning as an adjective; the sentence describes an ongoing state.
