There is no way to restore from the Portal. But you can raise a support ticket from Azure portal ASAP and support team can take a look and try to restore it. Note: Resource Group deletion is irreversible as noted in the Azure docs and the Azure Portal warnings.

Unfortunately you cannot restore the deleted folder/data from ADLS Gen2 by yourself, as the Soft Delete Blobs feature is not yet supported for ADLS Gen2 storage accounts. Currently only Soft delete for Containers is supported and it is in public preview.
